Shortnose Sturgeon "Shortnose sturgeon live in rivers and coastal waters from Canada to Florida. They hatch in the freshwater of rivers and spend most of their time in the estuaries of these rivers. Unlike Atlantic sturgeon, shortnose sturgeon tend to spend relatively little time in the ocean. When they do enter marine waters, they generally stay close to shore. In the spring, adults move far upstream and away from saltwater to spawn. After spawning, the adults move rapidly back downstream to the estuaries, where they feed, rest, and spend most of their time."

For these reasons, it is necessary to remove these barriers to return rivers to their natural, free-flowing state."

OSPAR started in 1972 with the Oslo Convention against dumping and was broadened to cover land-based sources of marine pollution and the offshore industry by the Paris Convention of 1974. These two conventions were unified, up-dated and extended by the 1992 OSPAR Convention. The new annex on biodiversity and ecosystems was adopted in 1998 to cover non-polluting human activities that can adversely affect the sea.
The fifteen Governments are Belgium, Denmark, Finland, France, Germany, Iceland, Ireland, Luxembourg, The Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and United Kingdom.
